What is a General Plan?

The general plan is like a road map, a reference that guides the city in achieving sustainable growth and development. It expresses community values and goals, and embodies the community’s vision of the future.

Why is the plan being updated?

The General Plan was approved by Surprise voters in 2001. The state-mandated update reflects changes in land use, resource management, community needs and community values since then, based on staff study and public hearings.

Urban Villages are a significant new component of the proposed General Plan Update

The 2008 Update proposes creating nine urban villages in Surprise and in the Surprise Planning Area.

The urban village unites our distinctive neighborhoods by creating a common “core” of shopping, entertainment and employment which is walkable, easy to get to, and speaks to the unique character of each proposed village.

The urban village concept aims to focus new growth and redevelopment to achieve long term environmental, social and economic health for the community.

The concept is aligned with the Surprise Vision of creating distinctive neighborhoods with big city amenities and a small town feel.

Our Plan – One City Many Choices

The essence of the new General Plan is the Villages strategy, a wide range approach to improving the quality of life for Surprise residents. The focus of the plan is to determine where and how new growth and redevelopment need to occur to ensure long term environmental, social and economic health of the city and its many communities. The strategy seeks to target growth in village cores and corridors.

Village 1 is generally bounded by Bell Road to the North, Reems Road to the west, Greenway Road to the South and 115th Avenue to the east. It is located in the historic commercial core along Bell Road and Grand Avenue.

The village could be characterized by the presence of City Hall, stadium village, Old Town Site, the Agua Fria River, West Valley Art Museum, West Pointe Town Center development and high to low density housing. The area includes parks, schools, senior and community centers and a 23,000 sq ft Library. Although existing pedestrian mobility and linkages are mediocre, improvements will occur in the future.

The Village core proposed for the area includes of Surprise Center and the area of Bell Road and Grand Avenue.

Village 2 might be generally bounded by Peoria Avenue to the south, Dysart Road to the east, Grand Avenue to the Northeast, Beardsley Canal to the west.

The village could be characterized by the presence of several master planned communities, the Prasada Mixed Use development, Sun City Grand, low to high density housing and several commercial corners and centers. The presence of SR 303 and the proposed Westcor mall is expected to thrust this area to a regional center.

The Village core for the area could be bounded by Sarival Avenue, Cotton Lane, Peoria Avenue and Greenway Road.

Village 3 could be generally bounded by Beardsley Canal to the east, Sun Valley parkway to the north and White Tank Mountains to the south and west.

The area is characterized by the presence of White Tank Mountains, undisturbed natural desert, washes and scenic views. Most of the land in this village is owned by the State Lands Department. This area is expected to be prime land for resort and SPA development.

The Village core could be bounded by 203rd Avenue, Sun Valley parkway, 211th Avenue and the White Tank Mountains.

Village 4 might be generally bounded by McMicken Dam to the east, Sun Valley parkway to the south, 259th Avenue to the west and the CAP canal to the northwest.

The area could be characterized by the presence of several washes, the McMicken Dam, Northwest Regional landfill, Volvo Proving Grounds, low density development and unobstructed views of the White Tank Mountains.

The core for the area might be bounded by Jomax Road, 187th Avenue to the east, Deer valley Road to the south and 211th Avenue to the west.

Village 5 could be generally bounded by Grand Avenue to the southwest, CAP Canal to the northwest, Dove Valley Road to the north and Bullard Avenue to the east.

The area is generally characterized by low density – medium density residential development, several master planned communities, proposed commercial developments, Beardsley Canal and the presence of equestrian properties. Portions of this area are still developing and are expected to bring along services such as schools and fire stations.

The core for the area is probably located at the northwest corner of 163rd Avenue and Grand Avenue.

Village 6 could be generally bounded by 259th Avenue to the west, Dove Valley Road to the north, Pinnacle Peak Rd to the south, CAP canal to the southeast and Grand Avenue to the northeast.

The village might be characterized by the presence of very low density residential development, the Luke Air Force Base, CAP Canal and several washes.

The core of the area is probably located at Lone Mountain Road and 251st Avenue.

Village 7 could be generally bounded by SR 74 to the north, 189th Avenue to the east, Grand Avenue to the southwest and 235th Avenue to the west.

The area is characterized by the presence of several master planned communities, a proposed commercial and village center and a mixed use development.

The core looks like it’s generally bounded by Dove Valley Road, 203rd Avenue, Lone Mountain Road and 211th Avenue.

Village 8 might be generally bounded by Dove Valley Road to the south, Hassayampa River to the west, 235th Avenue to the east and Surprise Planning Area boundary to the north.

The area seems to be characterized by the presence of Hassayampa River, low density residential development, historic buildings and scenic views.

The core of the area is generally located on both sides of SR 74 bounded by 243rd Avenue, and 259th Avenue.

Village 9 might be bounded by SR 74 to the south, 251st Avenue to the west, the Maricopa County line to the north and 189th Avenue alignment to the east.

The area is characterized by natural desert, rugged terrain, and beautiful views.

The core for the area might be around SR 74, 189th Avenue, 187th Avenue and alignment north of SR 74.
