Surprise City Code requires any person who practices, transacts or carries on any business within the municipal limits of the city to obtain a city business license. This requirement includes businesses within the municipal limits of Surprise and those who may be physically located outside of the municipal limits but enter the city to conduct business or perform services. |

Yes. We charge the following types of penalties:
- Failure to apply timely (within 30 days of start of business) will result in a penalty fee assessed in the amount of 50% of the total amount due per account.
- Failure to pay by a specified due date will result in a penalty fee assessed in the amount of 25% of the base rate.
- Written Notice and Demand – A business owner who fails or refuses to apply for a business license within 30 days of having received a written notice of demand letter from the Finance department will result in a penalty fee assessed in the amount of 100% of the total amount due per account.

Yes. Written notification to cancel a business license must be submitted. Pro-ration will be based on the date notification is received by the City of Surprise and not the actual effective date of when either the business closed or ceased their operations in the City. Also, if the cancellation is due to a change in ownership, provide the name and address of the new owner. |

The Surprise City Council adopted Ordinance 05-26 on June 23, 2005 that officially changes the City’s Election dates to fall September/November instead of March/May in year’s past. The City of Surprise holds Non-Partisan elections every two years on the odd-year on the 2nd Tuesday in September (Primary) and, if necessary, on the 3rd Tuesday in November (General). The City’s Mayor is elected at-large; voters within each one of the six City Council Electoral Districts elect a candidate who lives in their district as the Council representative. |

If you have been cited for a civil traffic violation, you may pay your fine through the mail or over the phone with a credit card prior to your court date. If you have been cited for a criminal violation, you may file for an extension. Court date extensions must be requested in writing prior to your court date. Extensions are not automatically granted. If good cause cannot be shown, the extension will not be granted and you will have to appear on your original court date. |

Superior Court: The Northwest Regional Superior Court is located at 14264 W. Justice of the Peace Courts: The Northwest Regional Court Center is comprised of four justice courts -- Hassayampa, Lake Pleasant, Manistee, and North Valley Justice Courts. The courts are located at 14264 W. Tierra Buena Lane in Surprise 602.372.2000. The justice courts hear traffic cases and certain criminal and civil cases, including domestic violence and harassment cases. They can issue search warrants. Their civil jurisdiction is limited to cases involving claims less than $10,000. |

No, the voter does not have to initiate a request to have their ballot mailed to them. Instead, the active voter registration, for a particular election, is rolled into the system so to allow for a mailer packet to be generated. This enables ALL eligible voters to receive and subsequently participate in the election process. The All Mail Election process eliminates the issue of potential inaccessibility experienced by some voters. Statistically, the All Mail process increases voter participation amongst voters such as the disabled, elderly, homebound and student voters. It is statistically proven that voter turnout is increased through the All Mail Election process. This increase in turnout reflects a true showing of the demographics of a community and therefore is a more accurate representation of the people and the community as a whole. |

Although elections are primarily designed to service the constituents it is not without notice that candidates and campaigns have a need to convey to the voters their platform or issues within any given election. Unlike the polling place election, which has voters voting from 33 days out (early voting) all the way through till the day of the election (polling place voting), the All Mail Election has a specific predetermined date as to when a voter will be seeing the ballot and consequently be able to cast their vote. This allows for candidates and campaigns to better focus their resources and provides them with a specific date to do this by rather that than an unknown and variable date. |

Bulk trash could include collection of furniture, large appliances, and large amounts of vegetation or limbs and is free for up to three cubic yards. Small amounts of vegetation or yard debris can be bagged and tied with your regular trash. The Solid Waste Division will haul the first 3 cubic yards (1 cubic yard is approximately the size of a full-size washer or dryer) at no charge per fiscal year (July-June). You must register the property with the County Assessor’s office as a rental property. Failure to do so could result in a daily fine of up to $150.00. Information and forms are available at: http://www.maricopa.gov/Assessor/Residential_Property_links.aspxResidential rentals are taxable at 2.2% for the City of Surprise (unless you meet the exemption below). Residential rentals are not taxed by the State or County. You will need an Arizona State Privilege Tax ID# in order to report the rental tax collected for the City of Surprise. Please note that you are only applying for a program city license, so will pay the fee that corresponds with that particular city. The fee for The City of Surprise is $10.00. You will need to indicate on the application that the type of business is “City of Surprise Residential Rental Only”. Exemption: If you have less than 2 residential rentals within the State and no commercial rentals, you are not deemed to be in the rental business, and are therefore exempt from the tax. However, if your rental property is rented through a broker or property manager then each property is taxable even if you have less than three properties, and is remitted by the broker or property manager. |

The City has a business license requirement handled through the Business Licensing Division of the City as well as a transaction privilege tax and license requirement handled for the City by the Arizona Department of Revenue. Our current ground water system capacity is 10.2 Million Gallons a Day (MGD), and on average our citizens are using 2.8 MGD. Our water reclamation facility has recently been upgraded to 16 MGD and on average the residents of Surprise send 7.0 to the wastewater facility. Surprise has three plants that treat a combined 7.2 million gallons of wastewater daily. Increased capacity for several of the existing plants, along with the construction of two new plants, will increase the city’s capacity to 16.3 million gallons daily in 2008. |

Surprise has three available water sources: groundwater, reclaimed water, and Colorado River water (surface water from the Central Arizona Project). Currently, Surprise relies solely on groundwater for drinking water purposes. We also utilize reclaimed water for agricultural and landscape irrigation and some surface water for irrigation purposes. A groundwater system draws on the large amount of water stored in the underground *aquifer and isn’t immediately impacted by the near term lack of surface water. It is important to note that the city recharges an amount of water back into the underground aquifer that is equal to or greater than its daily consumption and we adhere to the Arizona Groundwater Management Act. Background on the Arizona Groundwater Management Act (GMA): Groundwater levels in the Phoenix-Mesa metropolitan area have been adversely impacted by historic overuse of groundwater. During the mid 1900’s, many Arizona cities began transitioning from an agricultural to an urban economy, and many policy makers became increasingly concerned about the adequacy of water supplies to support the state’s growth. After several earlier failed efforts, water users came together to develop a comprehensive groundwater management plan, known as the Arizona Groundwater Management Act of 1980. The Arizona Department of Water Resources (ADWR) administers and enforces the Groundwater Code. The highest level of management, with the most restrictive provisions, is applied to Active Management Areas (AMAs) where groundwater overdraft historically was most severe. The Phoenix area AMA was established in 1994 and its goal is safe-yield by 2025. Safe-yield is a long-term balance between the amount of groundwater withdrawn in the AMA and the amount of natural and artificial recharge. The Groundwater Code places restrictions on cities’ use of groundwater, to ensure that they do not pump more groundwater than is naturally replaced or artificially recharged. *NOTE: An aquifer is an underground layer or water-bearing permeable rock, or unconsolidated materials (gravel, sand, silt or clay) from which groundwater can be usefully extracted using well water. Water on the surface of the earth slowly percolates through the ground and fills the open spaces between gravel and sand particles, and the cracks and fractures of rocks.

The Central Arizona Groundwater Replenishment District (CAGRD), established by the state legislature in 1993, serves as a groundwater replenishment entity for its members. It provides a method for property owners and water providers to demonstrate a 100-year assured water supply under Arizona law by agreeing to have the CAGRD recharge amounts of groundwater that are over the limits established by the assured water supply rules. |

Your water provider will pump groundwater to serve your water demands. At the end of each year, your water provider will file a report with the CAGRD, which indicates the amount of groundwater delivered to your home during the previous 12 months. The CAGRD will determine an amount (based on all of the water provider reports in the Phoenix Active Management Areas (AMA), on how much groundwater needs to be recharged (or replenished) to satisfy state regulations. The cost to replenish the groundwater you used will show up as a line item on your annual property tax statement from the county treasurer. You will pay the CAGRD portion of your tax bill just as you pay your property taxes. For most homeowners, this will end up being part of your regular monthly house payment. The county will transfer the funds it collects to the CAGRD for use in buying and recharging enough renewable water supplies to replenish the amount you used. When all is said and done, you will have done your part to help protect Arizona’s future water supplies by paying to replenish the groundwater you use. |
